If you have a spot you can inject below the blower would be the best. This way your just cooling the incoming air and not cooling the blower, rotors and incoming air. You get a higher temp drop by going under the blower. For most cars there's not alot of space to get this done so most go before the TB.
You will pick up a PSI or so of boost from going pre throttle body.
