Yes, if you hook it up just like you would to the car minus the pump, And go for a drive, the activation lights will come on even if the pump is not connected as long as the blue wire is not connected to the pump.

You can also test it by hooking up just the ground and power wire and touch the grey wire 5v out to the green 5v in and all lights should light up.
