The blue wire does not deliver any voltage unless the input wire (green) gets enough voltage to match the start point. When you say short I hope you mean you touched the green wire to the grey wire to run the system at full if you are not connected to a sensor. When you do this all lights will come on and the pump will run at full duty cycle.
Now if your not getting any reading on the green wire that is connected to your map sensor then you have a problem with your connection. It does not matter if it is hooked to the controller or not, If the vehicle is one there will be around 1.2 to 1.3 volts at idle. You need to see what your MAP output wire is putting out, and see if it changes when you give the vehicle throttle, if it doesn't or you have 0 volts you most likely have it connected to the ground not the 5v output wire.
The blue wire will also not output any voltage unless it is physically hooked up to a pump and the pump is grounded. If has a current sensor in it. Try it with the pump connected
And one last thing be sure you did not pull any of the wires from there terminals inside the controller, You would have to remove the screws in the back to verify this. Sometimes it can get tugged by accident when installing.
