The controller only knows voltage so thats what it works with, Are you sure your map sensor is not actually a 2.5bar vs a 3 bar, This could account for the difference in the scale, If this is the case you would have to just lower the start point to match up and raise the full point. Also your scale could be different. Our controller is based on the MAP voltage scale of GM map sensors, other makes and models can have a different voltage scale.
Also are you 100% sure your boost gauge is acurrate? I think you ment the full was at 19psi right because it can not be 9psi or it would be activate at full 2psi higher than the start point.
The thing to check is the output voltage at those psi settings with a multimeter
