If the pump is not on you should not be seeing any amps. You should put the fuse inline with the power wire from the controller but not the wire going from the controller to the pump that does the PWM. Other than that I have no ideal how there unit is set up and why you would get those errors if the pump is not activated. You should contact there customer service.

You can also try using a relay to activate the controller instead of hooking it strait to power and see what happens.
